Scheme for Approval

Report of the Area Engineer (North)

Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.

Recommendation: It is recommended that the Public Realm improvement layout shown on drawing number 780/14 be approved for consultation with North Devon Council and Ilfracombe Town Council and that delegated authority be given to the Chairman/Vice Chairman in consultation with the Area Engineer (North) and the Local County Councillor, for final scheme approval, providing there are no materially significant objections at the consultation stage.

1. Summary

North Devon plus has developed an outline design for an environmental enhancement of the end of Fore Street at the junction with Broad Street. The scheme entails creation of a focal point to attract people from the harbour area into the town. Consultation on the enhancement has identified and shaped the scheme concept but has yet to be concluded and therefore the scheme is not sufficiently developed to gain detailed approval of the North Devon Highways and Traffic Orders Committee at this meeting. In order for the scheme to be procured this financial year a delegation of authority for scheme approval to the Local Member is sought.

2. Background

North Devon plus have been developing a strategy to assist economic regeneration in Ilfracombe. A strand of this strategy is to provide links from the seafront to the town proper which will be achieved by a number of environmental schemes. Grainge Architects were commissioned by ND+ to develop initial proposals for these schemes and have identified a number of options for the treatment of the Fore Street Broad Street junction. ND+ have been undertaking consultation with the local community to establish a preferred solution.

3. Proposal

The current preferred outline design entails the creation of a raised plateau at the junction of Fore Street and Broad Street as shown as Option A in the attached Drawing Number 780/14.

The final design will evolve through local consultation and will be subject to safety and environmental audits prior to commissioning.

4. Financial Considerations

The cost of this scheme will capped at 40,000 to be funded from the Public Ream part of the Towns Villages and Rural Communities Local transport plan programme 2010/11.


5. Alternatives Considered

The scheme is being developed in consultation with the local community so that a range of options can be considered in order to best meet the strategic aims of balancing safety, cost and environmental impact.

6. Sustainability Considerations

By enhancing access into the town of Ilfracombe will encourage more visitors to enter the main shopping area which will have a positive impact on the economic sustainability of the community.

7. Equality Considerations

There are no equality implications to be considered.

8. Carbon Impact Considerations

The scheme is not likely to have a significant carbon impact.

9. Legal Considerations

There are no significant legal considerations associated with the scheme.

10. Reasons for Reaching the Recommendation

This scheme enhances the built environment of a link from Ilfracombe town centre and the seafront area and will make the area more attractive to the local community and visitors and links to economic and tourism objectives.
